In Australia, state-owned and operated Tatts Group operates the national lottery under a government license in each State and Territory. Its licensed re-sellers in the country, Netlotto Pty Ltd and Jumbo Interactive, sell Australian lottery products through their sites.

The history of lottery dates back centuries. The earliest lotteries were run by religious orders, but they were soon embraced by the wealthy for their entertainment value. By the early 18th century, lotteries had become a major form of entertainment in France and throughout Europe. They were even used by Napoleon and the French Revolutionary Government to finance revolutionary causes.

In Canada, the legal status of lotteries changed in 1967 when a special law was passed to update a series of obsolete laws. Montreal mayor Jean Drapeau, trying to recover the cost of the World’s Fair and a new subway system, introduced a “voluntary tax.” For a $2.00 “donation,” players would receive one entry into a draw for silver bars instead of money. The federal Minister of Justice alleged that this tax violated the Canadian Constitution and was therefore illegal. However, the draws went ahead as planned and attracted players from across Canada and from Europe, Asia, and Australia.

In Laos, the lottery is controlled by a government-owned company and overseen by the Ministry of Finance. But it is rigged, with officials stealing winning numbers to avoid large pay-outs, according to RFA’s sources in the communist nation. Drawings in the national lottery are often marred by vanishing numbers and unlucky numbers that appear only on purchased tickets, RFA’s sources said. They also complained of private business interests with close ties to the country’s ruling elite running the lottery. The office of prime minister Thongloun Sisoulith sent a directive requiring the government to take more control of the national lottery, sources told RFA. Officials have agreed to reduce the frequency of drawings and to handle the winnings in a more transparent way.
