But it is rigged, with officials stealing winning numbers to avoid large pay-outs, according to RFA’s sources in the communist nation. Drawings in the national lottery are often marred by vanishing numbers and unlucky numbers that appear only on purchased tickets, RFA’s sources said. They also complained of private business interests with close ties to the country’s ruling elite running the lottery. The office of prime minister Thongloun Sisoulith sent a directive requiring the government to take more control of the national lottery, sources told RFA. Officials have agreed to reduce the frequency of drawings and to handle the winnings in a more transparent way.
