In the Communist nation of Laos, officials are rigging the national lottery system by manipulating winning numbers in order to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings in the state-run lottery are often marred by mysterious errors. For example, the number 509 that was chosen in October this year appeared only as the letter 5 on purchased tickets – and disappeared from official listings after the drawing was held.
The rigged lottery has caused many people to lose faith in the country’s ruling elite, one person told RFA. “We hope that the government will resume control of the national lottery and not leave it to private business interests,” he said. Those businesses are owned by people with close connections to the country’s leaders, he added. They have been selling illegal lottery tickets from abroad, he said. The Minister of Finance has vowed to crack down on the illicit operations.
