In Vietnam, the government has taken steps to regulate illegal lottery operations. Lottery officials in the communist country of Laos are rigging the system by manipulating winning numbers, sources in the Southeast Asian nation tell RFA’s Lao Service. The national lottery drawing, held three times a week, often shows numbers that either disappear from purchased tickets or are deemed unlucky. The number 509, for instance, appeared only as a 5 on the winning tickets in a drawing on Oct. 14 this year, even though the winning number was 134 on the official list.
