The New Zealand national lottery is a publicly operated Crown entity, regulated by an independent authority, Lottery Grants Board. The two earn about 230 000 VN-Dong ($10 US-Dollars) per day on good days, enough to make sure they can eat and clothe themselves. This is far better than begging, which is socially detested in Vietnam.
