While most governments prohibit the sale of online lottery-style games, a number of companies have developed a business model based on offering these services. These companies usually provide instant ticket purchasing services and charge premiums over the base lottery price. In the United States, for example, GTech Corporation administers 70% of the worldwide online and instant lottery business.

In Laos, the government has recently begun to crack down on these businesses. On Aug. 17, the office of Prime Minister Thongloun Sisoulith issued a directive to the Ministry of Finance, which oversees the legal state lottery, ordering it to reduce the number of drawings from two per week to one, and to handle winnings in a more transparent manner.
