Some players are suspicious because the cat symbol, represented by the number Felis catus, has come up in winning numbers four times in four months, prompting suspicion that the winning numbers are predetermined. Others question whether the supposedly independent lottery board has enough power to enforce rules and regulate the gaming industry.

In Canada, a private lottery operated by Montreal Mayor Jean Drapeau was found to be illegal. His “voluntary tax” was not a lottery because it did not have random draws, or a chance for every player to participate, as required by Canadian law. It was also not a lottery because the winnings were in silver bars instead of cash. The Quebec Superior Court found that Drapeau’s tax did not comply with provincial law, but it did not rule on the legality of his scheme as a whole.

The National Lottery in the United Kingdom offers games such as Lotto, Thunderball, and Set for Life. In addition, the Health Lottery is available in the country. There are also state lotteries and private games in Australia, Chile, and Peru. The International Lottery in Liechtenstein Foundation (ILLF) pioneered Internet gaming, launching the world’s first web-based lottery, PLUS Lotto, and processing the first online lottery transaction. It supports charitable projects domestically and internationally.

The state-owned Camelot Group operates the EuroMillions lottery in France, Spain, and the UK. In Belgium, the Loterias y Apuestas del Estado runs the EuroMillions and a national game called Millionaire’s Club.
