The Laotian state-run lottery is the only official state lottery in the country. In addition to the legal state-run lottery, informal football lotteries and lottery chances purchased via short messaging service are widespread in the country. The office of prime minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to improve the management of the issue, sources told RFA’s Lao Service. The directive calls for drawing dates to be reduced from two per week to one, and for the winnings to be handled in a more transparent manner.
For many poor Vietnamese citizens, selling lottery tickets is their main source of income. In a city like Saigon, it’s not unusual to see women struggling with heavy bags on their shoulders, attempting to sell lottery tickets. On a lucky day, these sellers can make up to 230 000 VN-Dong, or 10 US-Dollars. This amount is enough to cover their expenses, especially as Vietnam’s social security systems are not yet fully functional. This is why some choose to sell lottery tickets over the more socially detested act of begging.
