The Lottery is a form of taxation, a system of public funding used by many governments. It uses a random draw to award prizes to those who purchase lottery tickets. The proceeds of the Lottery are used to fund education, social programs, public works, and other government services. It is one of the most popular forms of public funding in the world and is an important source of revenue for state governments. In some cases, the proceeds of the Lottery are also used to finance local government and public enterprises.

In some countries, the Lottery is run by a central government agency. In other cases, it is run by a private company or organization. The state-run Loterias y Apuestas del Estado (Spanish: “Lottery and Bets”) in Spain, for example, has a prize pool of around EUR2.4 billion per draw.

Canada has four nationwide Lottery games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), and Daily Grand. In addition, some provinces have their own lottery games. The Lottery is operated by an interprovincial consortium of the five regional lottery commissions, which are owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon, Nunavut) and British Columbia Lottery Corporation (British Columbia).

Lotteries in New Zealand are controlled by the Government through an autonomous Crown entity, Lotto New Zealand. Profits from Lotto are distributed by the Lottery Grants Board to a number of community organizations, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. Additionally, some community groups are able to apply for funds directly from the Lottery Grants Board.

A Lao state official speaking on condition of anonymity told RFA that business interests have a stake in the national lottery and that they pay a fee to the government each year for the concession to manage the lottery. He said these businesses aren’t transparent and that the public is not informed of how much money they make or of their operations. The official added that the government should resume control of the lottery so it is managed by the public rather than private business interests, which he says cannot be trusted.
