This deadline is imposed by the government to prevent fraudulent activities and to encourage people to pay attention to their tax situation.

A recent controversy has erupted in Laos over the integrity of the nation’s national lottery. Officials there are accused of rigging the lottery in order to avoid paying large prize payouts. Sources in the communist country say that lottery officials manipulate results by blocking or limiting access to certain numbers, such as the lucky feline number 509, which recently appeared on purchased tickets only as 5. The cat is considered sacred in Lao culture and is often associated with luck, so this change has raised concerns about the integrity of the lottery.

The Laotian state-owned company that runs the lottery is owned by a group of business interests, including members of the ruling elite. The companies are required to pay the state an annual fee for the license, but they are not transparent about how the money is used. The company has not said whether it intends to change its practices in the wake of the criticism.

Vilasack Phommaluck, an official in the Finance Ministry who serves on the committee that oversees the lottery, told RFA that blocking or limiting access to some numbers is outside the committee’s purview. However, he added that the committee is considering reducing the number of drawings to one per week to make it easier for players to monitor the results. He also suggested that the company may move to a different system of lottery management in the future.
