For example, the number 509 appeared only as a 5 on tickets sold throughout Oct. 14’s drawing, but the winning number was announced on Lao radio as 134 just 10 minutes before the drawings were scheduled to start.
Lottery officials have defended the rigged draws, saying that they are not against the law and that they can only be stopped by a legislative overhaul. A bill on this subject was introduced to parliament in August, but the ministry of justice has said it will not change the existing legislation.
