The state of Nevada has the most regulated lotteries in the United States, with more than 50 licensed vendors. Those who wish to sell lottery games in the state must obtain a license from the Lottery Commission.

Despite the laws, lottery games are still widely available in the US. Licensed operators must comply with federal and state regulations to avoid unauthorized activity. They must also pay licensing fees to the state and maintain records of all ticket transactions. In addition, they must ensure that their games are advertised responsibly and offer a fair chance of winning.

In Canada, the provincial and territorial governments own and operate lottery services. In total, there are four nationwide lotteries: the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Montreal), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).

In Laos, the state-owned Vietlott has set up 800 points of sale in all districts and communes in HCM City and is aiming to increase this to 10,000 by 2020. The company is currently the largest lottery operator in the world, with revenues of more than $900 million a year. The Lao deputy finance minister told RFA that accusations that the state lottery system lacks transparency are unfounded. He added that the government is working on reforms to address these concerns. The ministry will not tolerate any violations of the law, he said.
