Lotteries are a popular way to raise money for various causes, including sports, cultural events, and public services. In Laos, state officials have been accused of rigging the legal lottery system to avoid paying out large jackpots. The country’s state-owned lottery operator, BCorp, has been linked to the families of ruling elite members. Officials also have a hand in informal football lotteries and lottery chances sold through short messaging service, sources tell RFA’s Lao Service. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive asking the ministry overseeing the state lottery to work with the ministry of public security to better manage the problem.
For many poor Vietnamese people, selling lottery tickets is the only way they can make a living. On a good day, a lottery ticket seller can earn 230 000 VND, which is enough to provide for their family. They prefer it to the socially detested act of begging.
