The lottery is the largest source of revenue in the country. In 2009, it brought in more than $1.1 billion in total income, with about 40% of its revenues coming from the sales of tickets and 60% from subscriptions. Despite these high profits, lottery revenues have fallen by 3 percent in 2010. The country is struggling to reduce its huge debts and deficits. In addition, the national lottery has been plagued by corruption and fraud. It has been reported that many of the winning tickets are sold to illegal dealers. Moreover, the government has not done enough to regulate the lottery and stop these criminals. Laos is trying to improve the situation by establishing new regulations and increasing transparency in the industry.
