Laos:

In the communist nation of Laos, lottery officials are rigging the system to avoid large pay-outs, sources in the country tell RFA’s Lao Service. The government has ordered that lottery drawings be reduced from two to one a week and that winnings be handled in a more transparent manner. It has also closed down informal football lotteries and lottery chances sold by short messaging services. But the problems persist. In the capital, Vientiane, numbers that appear on purchased tickets for the national lottery sometimes disappear from the drawing list just before the actual draw. This happened with the number 509 on Oct. 14 this year, which showed up only as a five on tickets sold throughout the day of the drawing. RFA’s source says this was done because the number is associated with the buffalo, a symbol of good fortune. This is a violation of the law and the trust of lotto buyers, the source said. The number was later restored as 134.
