The state-owned lottery was supposed to be a model of modernization for the nation. However, the government’s control of the lotteries has been tenuous for some time. In late August, Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance to improve management of the lottery by reducing drawings from two to one per week and handling winnings more transparently. In addition, he directed the lottery to cease the sale of lottery chances via mobile phones.
