The provincial/territorial lotteries are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon), and British Columbia Lottery Corporation (British Columbia).
Gambling is illegal in Laos but is allowed in Special Economic Zones that are leased to foreign investors to boost trade. The government has set up three casinos in these zones that have a legal status distinct from the rest of the country. Players from the country can still gamble at numerous offshore casinos, however, without being caught.
While the government is trying to improve transparency in its lottery operation, critics say the measures are not enough. Deputy Finance Minister and state lottery supervisor Sila Viengkeo said in an Aug. 17 interview with RFA that claims that the state lottery is a “black box” are unfounded, and that the state will soon establish clear rules for the operation of the lottery. He added that he expects the measures to be implemented by year’s end. The official files of the lottery will be controlling, he said.
