Lotteries are games of chance that award a prize to players who purchase a ticket or series of tickets. They can be run at the state, provincial or territorial level or by private companies and are a common source of public revenue. Many people play them as a way of spending leisure time and socializing with friends and family. In some jurisdictions, lottery games are considered a form of gambling. Others, however, view them as a way to promote community activities and fund public services. The emergence of the Internet and its use as a platform for social interaction has led to the growth of online lottery games. In fact, GTech Corporation, a provider of gaming technology to lottery operators, claims that its products power 70% of the global online lottery market.

In Canada, there are four nationwide lottery games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are operated by the Interprovincial Lottery Corporation, a consortium of regional lottery commissions owned by the five Canadian provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories and Nunavut). The government of New Zealand does not have a national lottery but instead operates an autonomous Crown entity, Lotto New Zealand, which distributes its allocations to charities and community organizations through the Lottery Grants Board. Lotto New Zealand has four games: the Lotto, Keno, Bullseye and Instant Kiwi scratch card games.

Huong and her husband Manh make a living by selling Lottery tickets on the streets of Saigon. On a good day they can sell 250 tickets and earn a profit of around 11 US-$ each. They usually start their 16-hour shift at 5 am and have a small breakfast of rice and vegetable soup.

In the communist nation of Laos, officials are accused of rigging the lottery system and manipulating winning numbers to avoid large pay-outs. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky, sources tell RFA’s Lao Service. For example, the winning number on Oct. 14 this year – 509 – appeared only on tickets sold throughout the day of the drawing before it was changed to 662 just 10 minutes before the results were announced, one source said. Several other sources also reported that the number 134 has disappeared from tickets after being displayed for sale on the national lottery website.
