Most lottery players are not aware of the fact that large portions of their winnings go to the government. This is because the tax rate on lottery winnings is much lower than that on other forms of gambling. In fact, lottery winnings are the second largest source of income for some government departments.

In Vietnam, many poor people earn their living by selling lottery tickets. They prefer this to the socially detested act of begging. Nevertheless, the amount of money they can earn on a good day is insufficient to meet their daily needs. As a result, some of them end up in debt. Others are forced to sell their belongings to pay their bills. In the end, some lottery sellers lose their entire life savings. This is why some of them have decided to quit the business.
