Lotteries are also popular in Canada, where they have a long history. In 1967, Pierre Trudeau’s Liberal Party government introduced an Omnibus Bill to bring up to date a number of obsolete laws. Among the provisions was an amendment that made it legal to buy a lottery ticket in Canada. The Canadian provinces and territories now operate four nationwide lotteries, including Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), and Daily Grand.

In the past, some private business interests have run lotteries in Laos, but the results have been mixed. Some of them have not been transparent and some have violated state law, according to a caller who spoke to RFA’s Lao Service. The prime minister’s office recently sent a directive asking the ministry that oversees the country’s legal state lottery to work with the ministry of public security to better manage the problem, sources told RFA. This would include reducing the frequency of drawing from two to one per week, and making sure that all winners are properly verified. The ministry is expected to follow through on these recommendations by the end of this year. The Lao deputy finance minister and state lottery supervisor, Sila Viengkeo, said the government would strictly enforce the directive.
