Drawings from the state lottery must be reduced to one a week and winnings handled in a more transparent manner, according to the directive.

The resulting revenues are distributed to schools, hospitals, sports facilities and community organizations. In some cases, lottery proceeds are a major source of funding for public education systems. In the United States, lottery revenue is also used to help pay for public health and welfare programs.

In Canada, the National Lottery and a number of provincial/territorial lotteries are operated under federal licensing regulations. The provincial/territorial lotteries generate more than half of their total revenues from the sale of tickets, which are issued by the individual provincial/territorial governments. The remaining funds come from the purchase of instant tickets and other products, such as lottery-themed games, television and radio advertisements, and other promotions.
