Despite the recent directive, many people still continue to engage in lottery-like activities. For example, Huong, a 30-year-old woman from Saigon, sells lottery tickets in the streets of her neighborhood, earning about 200 USD per day. She begins her shift at 5 am and eats a breakfast of rice and vegetable soup before heading out to struggle in the sun for 16 hours on the streets. Depending on how well she does that day, she may have to skip lunch in order to meet her sales target. It’s a tough job but it pays the bills. Huong has to be able to make enough money to support her husband and daughter. In addition to selling lottery tickets, she makes a living by cleaning houses and washing clothes. She hopes to make enough money to buy a motorbike for her family. Huong is not alone in her endeavors as there are thousands of lottery sellers like her across the country.
