Licensed operators run the nation’s state and territorial lotteries. They are usually operated by private companies but can be owned by the state or a government agency. They are required to obtain a license from the government and comply with strict rules to ensure that the proceeds are distributed fairly to players, the public, and charities. The National Lottery and its affiliated companies raise approximately $18 billion per year for public services, such as education, hospitals, and roads.

Lao lottery players have been expressing doubts about the honesty of the national lottery after the number felis catus came up in the lottery results four times in a row over four months. The cat represents the country’s national animal and is considered lucky, but questions have been raised about whether the lottery operator, Thailand’s Insee Trading Company, knows the numbers people choose and manipulates the drawing process to give itself an advantage.

The Lao lottery is overseen by the Ministry of Finance, which has sent a directive to the ministry’s lottery supervisor urging it to take steps to improve transparency. The directive calls for the number of state lottery drawings to be reduced from two to one a week and that winnings be handled in a more transparent manner.
