Lotteries are government-authorized gambling games in which participants buy tickets for a chance to win prizes. Prizes range from cash to goods, such as cars or houses. Many people play these games as a form of recreation or to supplement their incomes. In the United States, lottery revenues are used for education and public services. Lotteries are also a common way to raise money for charitable projects and organizations. In addition to state-run lotteries, private companies operate Internet games and provide ticket purchasing services for international and national lotteries. In the US, the largest operator is the GTech Corporation, a company that processes 70% of worldwide online lottery sales. Other lotteries are operated by private foundations and governmental agencies.
The legal status of lotteries varies by country. In some countries, they are considered a form of gambling, while others regulate and tax them. In the United States, state-run lotteries are the primary source of revenue for state governments and operate a variety of games, including keno, instant lottery tickets, and video lottery terminals (VLTs).
In other countries, such as Canada, they are regulated by provincial or territorial governments. Canada currently has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. They are administered by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lottery commissions: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Yukon, Northwest Territories, Nunavut).
Laos’s state-owned Hanoi Lottery is operated by a company called Lothavanh Saigon. The company pays the government an annual fee to manage the lottery, but the state does not disclose how much the concession is worth. A caller to RFA’s Lao Service who spoke on condition of anonymity said that business interests with connections to the nation’s ruling elite control the lottery. He said that private business interests should not be responsible for the national lottery because the drawings cannot be trusted.
In the United Kingdom, private operators offer lottery-style games, usually for a small premium on the base lottery price. Some of these games are licensed at the individual lottery operator level, while others are offered on the aggregator level. The aggregators, such as GTech and LOTTO Interactive, process around 70% of global online lottery sales. Other lottery-style games are available on the Internet, including sports betting and poker. The latter is one of the most popular forms of online gambling and offers a wide variety of game types, rules, and bonuses for players to choose from.
