In the same year the Quebec lotteries were privatized for the first time and became part of the Interprovincial Lottery Corporation, a consortium of five provincial/territorial lottery companies owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, and Nunavut), and Quebec Lottery Corporation (Quebec).

Laos has been plagued with allegations of corruption in the national lottery. The numbers 509, which represents the cat in the country’s culture, came up in the lottery thrice in four months, leading some to question its honesty. A lottery salesman who spoke to RFA’s Lao Service on condition of anonymity told us that the company that runs the lottery in Laos knows what numbers people choose and can therefore manipulate the results.
