Some state-controlled lotteries include the Australian nationwide lottery, which is operated by Tatts Group under a government licence in each of the states and territories. Other popular Australian lotteries include Keno and the Ticket to the Future. The Australian lottery is a significant source of public revenue, contributing approximately $3.5 billion in the past five years alone.

Laos has a state-run national lottery and a handful of privately run lotteries. Some of the privately run lotteries are controlled by business interests with links to the country’s ruling elite. A source in Vientiane told RFA that the state lottery has rigged the system, manipulating the drawing of winning numbers so as to avoid large pay-outs.

Many poor Vietnamese people sell lottery tickets as a way to earn money. For them, it is a better choice than the socially detested act of begging. On a good day, a lottery ticket seller can make 230 000 VN-Dong ($10 US-Cents). The average seller makes less than that but it is enough to survive. Many sellers are single mothers and many have to support other family members as well as themselves. The number of ticket sellers in Saigon is unknown but it is estimated to be several thousand.
