Lotteries are government-authorized games in which numbers are drawn to win prizes. They are popular in many countries around the world, with governments and private companies running them. In Canada, provincial lotteries are operated by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut), and British Columbia Lottery Corporation (British Columbia). Until 1967, buying a ticket for a lottery game was illegal. The Canadian federal Liberal government introduced an omnibus bill in that year that brought many obsolete laws up to date, including those pertaining to lotteries.
A number of state officials speaking to RFA’s Lao Service have claimed that the privatized state lottery system lacks transparency and that business interests with connections to the country’s ruling elite are rigging the drawing results to limit their own profits. Among the complaints are that winning numbers on purchased tickets disappear during drawings, or that the lottery’s random number generator has been corrupted to generate unlucky numbers. A lottery official speaking on condition of anonymity told RFA that the Ministry of Finance would soon send a directive to reduce drawings from two to one per week and to ensure that the winners are paid in a more transparent manner. The official said the new rules will apply to both official and informal football-style lotteries as well as lottery chances purchased by mobile phone users.
