Laos’ lottery officials are rigging the game to avoid large pay-outs, according to sources in the communist country. Drawings in the national lottery, which are held three times a week, frequently show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen by gamblers. On Oct. 14, for example, the winning number 509 appeared only as 5, after large numbers of people sought to purchase tickets containing that number, a source in the capital Vientiane told RFA’s Lao Service. Access to the number was restored only an hour before the drawing took place.

In addition to rigged drawings, suspicions have been raised that the lottery company manipulates the weight of the balls used in the drawing. Finance Ministry spokesman Vilasack Phommaluck dismissed these allegations, saying they were not in his committee’s purview. He added that the committee does double-check the lottery balls before each drawing. He said changes will be made to address the public’s concerns, such as reducing the number of drawing to once per week.
