Other concerns revolve around the business interests involved in running the lottery. A source who spoke to RFA on condition of anonymity said the majority of the businesses that manage the lottery are owned by people with close ties to the country’s ruling elite.

While the government is a shareholder in these businesses, it is not clear how much control it has over them. The source said that the government does not disclose how much the businesses pay in annual fees to the national lottery to operate and manage the games. The public also is not informed how much money the businesses make from lottery ticket sales.
