A lottery is a form of gambling in which a number or symbols are drawn to determine the winner. Prizes can be money or goods. Lotteries are legal in many countries and territories, although some governments have strict rules about who may participate. Some states have state-regulated lotteries, while others have private ones run by non-governmental organizations. In some cases, the state and private lotteries are regulated by the same organization.

The history of the modern lottery began in the late 18th century when French law allowed public lotteries. By the early 19th century, they were widespread in Europe. The modern lottery is a complex system of laws, procedures and equipment that ensures the fairness of the games. It also promotes responsible play and discourages gambling addiction.

Several types of lottery games are played, including instant games and draw games. Instant games are similar to scratch-off tickets and are a major source of lottery revenues in the United States. Some jurisdictions have also incorporated keno and video lottery terminals (machines that are similar to slot machines but are operated by humans).

Lotteries in New Zealand are controlled by the Government through an autonomous Crown entity, Lotto New Zealand, with proceeds distributed by the Lottery Grants Board directly to community organisations. In the United States, state lotteries are legal and regulated by federal law. In addition, the federal constitution authorizes the states to set up and regulate lotteries. In the past, the state lotteries were run by private companies, which collected and held the funds while paying out winnings. Private lotteries are now rare.
