It also called for the shutting down of informal football lotteries and lottery chances purchased through short messaging services.
Nevertheless, the illegal lotteries are still flourishing in the communist nation. Many poor families depend on them as their only source of income. For example, Huong, a single mother from Saigon, earns about US-$230 on good days by selling lottery tickets in the streets of the city. The money helps her feed herself and her son Manh. Huong prefers this way of making a living over the socially detested act of begging.
