In Laos, the official governing body for the country’s state-run lotteries has taken steps to crack down on the illegal operation of lottery games. The office of Prime Minister Thongloun Sisoulith recently sent a directive requesting the Ministry of Finance, which oversees the nation’s legal state lottery, to work with the Ministry of Public Security to better manage the issue, sources told RFA’s Lao Service on Aug. 17. The directive stated that drawing sessions for the state lottery should be reduced from two to one a week, and winnings handled in a more transparent manner. It also called for the shutting down of informal football lotteries and lottery chances purchased through short messaging services.

Nevertheless, the illegal lotteries are still flourishing in the communist nation. Many poor families depend on them as their only source of income. For example, Huong, a single mother from Saigon, earns about US-$230 on good days by selling lottery tickets in the streets of the city. The money helps her feed herself and her son Manh. Huong prefers this way of making a living over the socially detested act of begging.
