Lotteries are gambling games that offer participants a chance to win prizes. In some countries, the proceeds from lotteries are used to fund public services such as education systems and roads. In the United States, lottery profits are also a significant source of state income. Lottery players must be at least 18 years old to participate. Some countries have laws that prohibit lottery games, while others allow them but regulate them heavily.

The first lotteries were run by local governments to raise money for various projects and purposes. Over time, the lottery became a popular source of revenue in many parts of the world. Its popularity increased with the advent of computer technology and the Internet. Online lotteries now account for a large percentage of worldwide lottery business.

In Canada, lotteries are regulated at the provincial and territorial levels. They are operated by the Interprovincial Lottery Corporation, which is a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories, Nunavut). Private lotteries also operate in some provinces.

Until 1967, buying tickets in Canada was illegal, but the federal Liberal government introduced an Omnibus Bill that brought up-to-date a number of obsolete laws. Montreal mayor Jean Drapeau inserted an amendment that created a “voluntary tax”. For a $2.00 “donation”, lottery players could play for silver bars rather than money.

There was a great deal of debate over whether this was a lottery, but the monthly drawings went ahead without a hitch. Eventually, the Supreme Court of Canada ruled that the “voluntary tax” did not contravene the Constitution Act.

In Vietnam, where the social security system is not yet ready to handle a large population of poor people, selling lottery tickets provides the only way for many to survive. In a typical day, Huong and her husband Manh sell up to 250 lottery tickets in the streets of Saigon. On good days they make a daily profit of up to 11 US-Dollars. On bad days, they struggle to earn enough for the next day’s food. Their day begins at 5 am with a breakfast of rice and vegetable soup, before they go out for their 16-hour shift. This is the only way they can earn enough to support their family of two. On average, they make about 8 US-Dollars a day.
