Lotteries are a popular form of gambling in many countries around the world. In Laos, the legal state lottery is run by the Ministry of Finance. Its website lists a total of 39 games, including scratchcards and keno. Moreover, it offers online gaming options. These include baccarat, video poker, casino poker, plinko, mines, hi-lo, sic bo, andar bahar, teen patti, and dragon tiger.
The communist government in Laos has been accused of rigging the state lottery to prevent large pay-outs. In a scandal that surfaced on Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive requiring the Ministry of Finance to work with the ministry of public security to improve the lottery system. The directive also requires that drawings be reduced from two to one per week and winnings be handled in a more transparent manner. It also forbids informal football lotteries and lottery chances purchased via mobile phone.
