Lotteries are games in which players have a chance to win money or other prizes. They are operated by governments, private companies, or other organizations. Its top prize/jackpot is worth around A$100 million.

In Canada, the first modern lottery was started in 1967 after the federal Liberal government introduced a special law (an Omnibus Bill) to bring up-to-date a number of obsolete laws. The bill was sponsored by Minister of Justice Pierre Trudeau. The amendment he proposed inserted a section permitting provincial governments to establish and operate a lottery.

Private business interests have since dominated lotteries worldwide, particularly since the advent of Internet technology. Online games are now available to anyone with an Internet connection and a computer or mobile phone. These games include online scratchcards, which are similar to traditional lottery tickets and allow players to try their luck at winning a large sum of money without having to leave home. In the United States, lottery-style games on the Internet are largely controlled by the GTech Corporation, a company based in West Greenwich, Rhode Island.

In Laos, the national lottery is overseen by the Ministry of Finance, which recently sent a memo to state enterprises asking them to cooperate with the ministry in regulating the lottery more effectively. RFA’s Lao Service reported that the memo asked state enterprises to reduce the number of drawings from two per week to one, and to ensure that winnings are handled correctly. It also asks the companies to stop letting employees take home lottery funds.
