Officials have been changing winning numbers to reduce payouts and keep the system running smoothly. For example, the winning number 509 in a recent drawing appeared only as 5 on purchased tickets. The officials say they are doing so to prevent a backlash against the government and avoid a national scandal. Nevertheless, the public is not happy about this development.
