The winning number 509, for example, was reported as appearing only as a 5 on tickets sold throughout the day of the Oct. 14 draw.

Moreover, the winnings in a lottery drawing are often reported as being paid in cash or in other forms, such as merchandise and vacations. While these types of prizes can be attractive, they are not considered to be legitimate forms of gambling. However, the amount of cash and other prizes in a lottery is often very large, which makes it difficult for law enforcement to track down and prosecute illegal gambling activities.

For many poor Vietnamese people, selling lottery tickets is their only way to make a living. Despite the social stigma of begging, they choose selling lottery tickets over the more dangerous and less profitable activity of prostitution. On a good day, Huong, a single mother from Saigon, can sell up to 250 tickets and make a daily profit of about 11 US-dollars. This income is not enough to support her pregnant wife, Manh, and their son, but it’s better than the alternatives of begging or prostitution. On the other hand, a very bad day can leave them in debt.
