Drawings in the national lottery, which take place three times a week, sometimes show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources say. For example, the number 509 appeared only as a five on tickets sold throughout the day of the Oct. 14 drawing after the winning number was announced on Lao radio.

A spokesman for the Lao deputy finance minister said that officials will review all procedures in the national lottery to ensure transparency. Those in charge of the lottery will be held accountable for any problems, he said. In the meantime, the government is working to establish a lottery supervisory body to help oversee operations and address complaints, the spokesman added.

Hanoi lotto

In Vietnam, a lottery is the only way for poor families to make some income. The social security systems in this country are not yet capable to handle the number of less fortunate citizens, and begging is considered a social taboo. Therefore, the most common source of income for Vietnamese people is selling lottery tickets. A single-mother named Huong, for instance, makes a daily profit of about 10 US-Dollars from her lottery business. She works together with her husband Manh, and on a good day they sell about 250 lottery tickets.

In New Zealand, the government controls the lotteries through an autonomous Crown entity known as Lotto New Zealand (formerly Lottery Grants Board). Lottery profits are distributed by the Lottery Grants Board directly to charities and community organizations. These include sport and recreation, creative, and cultural organizations.
