A lottery is a form of gambling in which players choose numbers to win a prize. The prizes range from cash to goods and services. Many states regulate the operation of lotteries. Some limit the number of times per week a person can purchase a ticket. Others regulate the maximum amount a person can win. The lottery is a source of revenue for many state and local governments. It is also a popular way to raise funds for charities.

In Canada, there are four nationwide lotteries: the Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. They are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon and Nunavut). Several provinces and territories have additional locally based lotteries such as keno, instant lotteries or video lottery terminals.

There is no national lottery in the United States, but several states have state-run games. The biggest is the Powerball jackpot, which reached an all-time high of $1.3 billion in 2022. That was the fourth largest jackpot in history and the eighth largest overall. The winning ticket was sold at a convenience store in Oregon. The winner has not yet come forward to claim the prize.

While in the past, some state-run lotteries were operated by private business interests, most are now run by government-controlled monopolies. These are regulated by the federal and state constitutions or by statute. In some states, the monopoly is controlled by a board of directors appointed by the governor. In other states, the monopoly is an autonomous corporation under the control of the state legislature or the judiciary.

The woman, who is not named in the report, is an employee of a lottery company that sells tickets to the public. She works in a small shop in Saigon and makes 9 000 VN-Dong (40 US-Cents) for each ticket she sells. She is one of a handful of lottery sellers who strive around Saigon streets to buy tickets from the state-run lottery enterprise, then sell them in their shops.

She told RFA’s Lao Service that she plans to use some of the money to buy a new house for her family, which is her top priority. She added that she would also like to spend some of it traveling. “South Korea, Japan, Vietnam — you name it,” she said. “I’m going to see these places.” She added that her phone has been ringing nonstop since she won the jackpot.
