In Canada, lottery play was made legal in 1967 under a federal Omnibus Bill that brought up to date a variety of obsolete laws. At the time Montreal Mayor Jean Drapeau, trying to recover some of the money spent on his World’s Fair and subway system projects, announced a “voluntary tax”. For a $2.00 donation players were eligible to enter a draw for a $100,000 top prize in silver bars. The Minister of Justice argued that the tax did not qualify as a lottery because, unlike most lotteries, there was no opportunity to remain anonymous and players had to answer four questions about the city. Nonetheless the taxes went ahead, and attracted players from across Canada and from Europe and Asia.

In Thailand, a woman named Dokkeo told RFA that she would spend some of her prize money on a new home for herself and her husband, and that she would use other funds to travel to South Korea, Japan, and Vietnam. She also wants to give some of her winnings to her children, she said.
