Lotteries are games of chance in which people attempt to win a prize by matching numbers. In the United States, lotteries are state-regulated and are the largest source of public revenue, providing education, health care, and infrastructure. Many of the state-run lotteries offer a variety of games, including instant tickets (also known as scratch-offs) and keno. In addition, some lotteries have video lottery terminals, which are similar to slot machines in appearance and function. In some cases, the games are run by private companies licensed at the state level.

The first official lottery in the United States took place in 1790, but it was not a nationwide game until after World War II. Today, most states and the District of Columbia operate a state-run lottery, while some also run privately owned lotteries or participate in multistate games such as Powerball. The majority of lotteries are conducted through traditional paper tickets, although instant ticket games and video lottery terminals (VLTs) have become a major source of lottery revenues in some states.

In Canada, lottery games are regulated at the provincial level. Each province has its own lottery corporation. The government-owned Interprovincial Lottery Corporation administers four national lotteries: Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. It also operates two international lotteries: the British Isles Lottery and EuroMillions.

Laos has a legal lottery enterprise, but the country’s residents have also been buying foreign lotteries that are sold illegally, a lawmaker tells RFA’s Lao Service. The companies responsible for the illegal lottery operations include business interests with links to members of the ruling elite, an anonymous caller told RFA.

For some of Vietnam’s poorest citizens, selling lottery tickets is their only means of making a living. The nation’s social security system isn’t yet capable of handling the amount of money that some less fortunate citizens are generating by selling tickets, which has led to an uptick in illegal lottery activity.

Cheng Saephan, an immigrant from Laos who won a $1.3 billion Powerball jackpot last month, plans to use most of his winnings to help his family and friends. He will also give some to a friend who chipped in $100 to buy a batch of tickets with him, Laiza Chao.

On a typical day, a lottery seller in Saigon can earn as much as 230 000 VN-Dong, or 10 US-Dollars. That’s enough to feed her family, which includes her pregnant wife and son, as well as to live in a modest apartment.

Dokkeo, 33, says she would also devote some of her winnings to travel. “South Korea, Japan, Vietnam, I would love to go,” she said. “But it’s a lot of money, and it will be hard to decide how to spend it.” She has received numerous notifications, texts, and calls since the news of her win broke. She’s also been inundated with food deliveries. “My family is my first priority,” she said. “I want to buy a new house for them and provide them with better education.” RFA’s Ounkeo Souksavanh and Richard Finney contributed to this report.
