Lotteries are a type of gambling where people can win money or prizes. They are operated by government-authorized organizations, such as state and local governments, or private companies. In the United States, a large percentage of lottery proceeds are distributed to public education systems. The state of Oregon, for example, gives approximately $1.3 billion to schools and other public institutions each year.

The governing body of each lottery game is established by its own legislation. Canada also has several privately run lotteries, including the Great Canadian Draw, Powerball and Mega Millions.

Most state-run lotteries are governed by the gambling commission and must be licensed to sell tickets in the jurisdiction they operate in. In some cases, the government contracts with a private-sector company to manage its lotteries and sell tickets. For example, in Australia, the national lottery is run by Tatts Group under government licence at a state and territory level. In addition, the Australian government operates two licensed re-sellers of its lotteries, Netlotto Pty Ltd and Jumbo Interactive.

There are also privately run lotteries in the world, including the Bulgarian Sports Totalizator, Lottery Malta, and EuroMillions. The Isle of Man participates in the United Kingdom National Lottery and EuroMillions, while Lithuania runs Teleloto, LOTO 1634, and Keno Loto. New Zealand has the Lotto, Keno, and Instant Kiwi scratch card games. New Zealand’s Lottery profits are distributed by the Lottery Grants Board to charitable and community groups.

Earlier this month, an immigrant from Laos won the $1.3 billion Powerball jackpot in Oregon. The winner, Cheng “Charlie” Saephan, and his wife, Duanpen, plan to take the lump sum payment of $422 million after taxes. They will use a portion of the prize to fund cancer treatments for their son, RFA’s Ounkeo Souksavanh and Bounchanh Mouangkham report from Vientiane.

Although gambling is illegal in Laos, the country does have Special Economic Zones, where casinos are permitted to offer popular casino games like roulette, blackjack, and poker.
