Lottery officials in the communist country of Laos are rigging the nation’s legal state lottery, sources in Vientiane tell RFA’s Lao Service. Drawings in the state lottery, which take place three times a week, often show elusive numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources say. For example, the winning number 509 in a drawing on Oct. 14 appeared as only a five on all purchased tickets throughout the day of the drawing, and only became a nine when the result was announced.

The Lao deputy finance minister and state lottery supervisor, Sila Viengkeo, dismissed the allegations as “baseless,” saying that on Aug. 17 the prime minister’s office issued a directive calling for state lottery officials to improve transparency in the system. He reportedly ordered the ministry to reduce the number of state lottery draws from two to one per week, and to make sure that winnings are handled in a more transparent way. Moreover, he said that informal football and lottery chances bought via short messaging services are illegal and must be closed down. On a good day, a lottery ticket seller can earn 230 000 VND ($10.50 US), enough to keep some sellers from resorting to the socially detested act of begging.
