The winner of the $1.3 billion Powerball jackpot was Cheng Saephan, a 37-year-old immigrant from Laos who lives in Portland, Oregon. He and his wife, Duanpen, plan to split the prize evenly. They will receive their prize in 29 annual installments. In his news conference, he said that he had a hard time believing he won.
