The winner of the $1.3 billion Powerball jackpot is an immigrant from Laos who lives in Portland, Oregon. He has decided to take the lump sum payout, which is $422 million after taxes. This is the fourth largest lottery jackpot in history. Lottery winners cannot remain anonymous in Oregon, where they must go through a rigorous security and vetting process before the winning numbers are revealed.
