For example, on Oct. 14 this year, the winning number 509 changed to 134 just an hour before the draw.

In an attempt to address the issue, on Aug. 17 Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance to reduce the number of drawings from two to one a week, and to improve transparency when distributing the proceeds. He also directed the ministry to crack down on informal football lotteries and lottery chances sold via short messaging services.
