Many of these firms operate in countries where lotteries are legal, but others do so under the radar and without official sanction.

Laos is among the few countries that still operates a state-run lottery enterprise. But the government has been unable to stem the rise of illicit lotteries, which have taken advantage of the country’s lack of gambling legislation. Lawmakers have called for stronger measures to tackle the problem, including limiting the number of draws per week and ensuring that all winning numbers are double checked.

Some concerns have been raised that the lottery company is manipulating the results, for example, by not selling certain numbers or preventing players from choosing them. Other complaints have centered on the weight of lottery balls. A member of the lottery committee, Vilasack Phommaluck, said the ministry would consider reducing the number of drawings to one a week to help restore faith in the game.

A private sector consortium has been running Canada’s nationwide lottery since September 2009. Its members include the regional lotteries operated by each provincial/territorial government, plus the Canadian national Lottery Commission. Each province/territorial government contributes to the lottery corporation, which then distributes its proceeds across Canada. This has raised questions about whether the system is sufficiently transparent and accountable.
