In Canada, a lottery was legalized in 1967, when the Liberal government introduced a special law, called an Omnibus Bill, to bring up-to-date a number of obsolete laws. Its sponsor was Pierre Trudeau, who was the Minister of Justice at that time.
While it is not clear whether the lottery was illegal before this, it certainly was not publicized and advertised as a lottery until then. The Omnibus Bill gave the Montreal mayor, Jean Drapeau, an opportunity to recover some of the money spent on the World’s Fair and the subway system by introducing a “voluntary tax.” For a $2.00 “donation” you could participate in a drawing for silver bars rather than money.
Drapeau claimed that his “voluntary tax” was not a lottery because it did not comply with federal regulations. However, Quebec’s Minister of Justice claimed that Drapeau was violating the law by issuing his lottery. Despite the controversy, the Montreal draws went ahead as planned.
The winning ticket was purchased in early April at a Plaid Pantry convenience store in Portland. The winner’s name was not released because of Oregon law that requires winners to go through a vetting process. The winner will receive an immediate payout of $621 million, followed by 29 annual installments.
