The Quebec Appeal Court ruled that this “tax” was not a lottery and that the City could not collect it.

After a long period of political interference with the national lottery, which was run by an elite group of Lao business interests, the state began to regulate the lottery in 2008. But critics say that officials are still manipulating the process. The winning numbers in the national lottery—held three times a week—often appear to vanish from purchased tickets. Drawings have also been manipulated to avoid large pay-outs, sources in Laos tell RFA’s Lao Service.

The most common type of lottery is a fixed-prize game, in which players compete to select a single number from a range of possible numbers. In these games, the prizes are often awarded in lump sums, but some jurisdictions award them as an annuity paid over 30 years. The Oregon Lottery announced a $1.3 billion jackpot in January 2022, the fourth largest in US history. The winnings are subject to state and federal taxes in Oregon.
