Laos: Lottery officials in the communist country are rigging the system, manipulating winning numbers to avoid large pay-outs, sources tell RFA’s Lao Service. In one instance, the number 509 appeared only as a five on tickets purchased throughout the day of an Oct. 14 drawing, but was later changed to a nine only an hour before the draw. The number is associated in Laos with the buffalo, a symbol of good fortune, and was highly sought after.
The minister of the state lottery enterprise said he was disappointed by the findings and would take steps to address them. He added that the illegal sale of foreign lotteries, including those from Vietnam, Cambodia, and China, is a serious issue because they lure people into habitual betting. He noted that he has recently seen an increase in the sales of foreign lottery tickets, which have decreased the revenue of the state lottery enterprise by threefold.

The winner, Saephan Siamsaeng of Oregon, a 57-year-old businessman, says that his wife Duanpen will take half the prize and he will give the other half to a friend. He bought his ticket at a Plaid Pantry convenience store in the Portland suburb of Milwaukie. He chose to receive the lump sum payout, which is about $621 million in today’s dollars, instead of an annuity paid over 30 years. That amount is less than the record Powerball jackpot of $2.04 billion in California in 2022.
