For example, on Oct. 14 this year, the winning number 509 only appeared as a five on tickets sold throughout the day of the drawing. It was later revealed that the number had been assigned to a buffalo, a symbol of good luck, and that the winning ticket belonged to a person who had a lucky charm attached to his or her car.
The office of Lao Prime Minister Thongloun Sisoulith issued a directive on Aug. 17 requiring that the ministry overseeing the legal state lottery work with the police to address the issue, sources told RFA’s Lao Service. The directive called for the number of state lottery draws to be reduced to one per week and for winnings to be handled more transparently. It also ordered the government to shut down informal football and lottery chances sold through short messaging services. The directive did not specify a date for implementation. Until then, it’s still illegal to buy state lottery tickets in Laos, and people who do are committing a crime.
