A recent directive from the office of Lao Prime Minister Thongloun Sisoulith urged state officials to address concerns that the country’s legal lottery system is rigged. The directive calls for a reduction in drawing times to just one per week and requires the state lottery to handle winnings more transparently. It also prohibits informal football lotteries and lottery chances purchased through short messaging services.

Laos state officials say business interests have a stake in the lottery’s operations, and that these companies pay the government an annual fee for their concession to operate it. They are not transparent about how much this fee is and whether the state lottery has been audited.
